If one buys a day pass to visit PEI National Park, can you park and leave the car and walk to Cavendish beach and also Brackley Beach? Can one do these two beaches on a Friday afternoon from 3:00 pm to sunset?

You can certainly see both of these beaches during the same afternoon but to walk from one to the other would take a pretty long time. At either location, you would have an enjoyable evening walk at either one.
From Brackley Beach, you can walk west to Robinson's Island. It's not a long walk; maybe an hour there and back again. Heading east from Brackley, you could walk all the way to Tracadie. It's a good three or four hours one way.
If you go to the PEI National Park at Cavendish, walk west from the beach stairs to the Cavendish sand spit that protects New London Bay from the Gulf of St. Lawrence.
If you want to see both beaches, they aren't too far apart by car, a 30 minute drive or thereabouts. You can certainly park at one for a period of time and then drive to the other for the rest of your day. Your PEI National Park pass is good for both beaches and includes Greenwich at St. Peter's. Greenwich is an hour from Brackley by car.
Any of these beaches is worth a visit, especially at sunset.
